Set up a national Gun Buy Back Day, a set date where all police departments around the country take part in a buy back program. This will ensure the effort is organized and easy to sell to the peolple. The states could be given funding to pay for the "buy back" part, most people wouldn't be opposed to using gov. money to get guns off our streets.
