via National Referendum, introduce a Clean Bill amendment, where each Bill may contain only up to 5 related bills

The Clean Bill Amendment would limit the number of additional bills that could be included in the main bill to (4), and they must be specifically related to the main bill. Additional unrelated amendments would not be allowed. This would force a Bill to stand on its own merits. This would eliminate "pork", and the ability of some Congressmen to hold good legislation hostage. A National Referendum would be necessary to force this, as Congress would never voluntarily give up its ability to use extortion for political gains.
