Nationalize the oil resources on federal land as well as oil resources in territorial waters. Create a federal office under the Dept. of Interior, the Dept. of Energy and the EPA (each to keep one another in check) to act as an oil company and hire drilling companies to recover the oil in order to sell to refineries and use the profits to benefit all citizens. If we had better control over our own oil resources, we could keep in check wild fluctuations in gas prices as well as become more energy independent.
The land belongs to all of us, we should all profit from it rather than a select few.
