Dog bites account for approximately 800,000 bites per year - one out of every 6 - are serious enough to require medical attention. Dog bites send nearly 368,000 victims to hospital emergency departments per year (1,008 per day).
Today, there is no overlapping federal statute that requires the attack history of any animal to be carried across state lines when the owners relocate, as is the case when people commit violent crimes. Should the same animal attack another person in another state, the victims of the new attack would have no indication of the animals previous history of the attack.
I wish to propose a new federal statute that requires all 50 states to observe standard restrictions and registration of animals adjudicated as “dangerous” across all States protect future victims.
