Throughout the Federal government, including the Veteran's Administration, personnel hamper productive efforts and actively engage in waste, fraud, and abuse of Federal funds; supported by several levels of appointed incompetent self-serving instead of mission-serving supervisors.
These crimes are due to the formation of Administrative Mafias whose goal is to entrench themselves without having to fulfill the needs of the positions. Unqualified personnel are appointed to leadership positions because they are "Yes Men" who know their "appointment" depends upon supporting whatever their leadership dictates. The unethical and/or illegal allocating of resources and/or opportunities; i.e. corruption.
