Negotiate with African countries to allow Americans to be armed in the country, to contribute to anti poaching efforts

With African endangered species such as the African Rhino and elephant declining at a rapid rate, the anti poaching efforts are becoming weaker as South Africa, Zimbabwe, and other African countries do not permit foreigners to be armed. Motivated Americans with military experience would be valuable assets in the anti poaching efforts and could increase the odds of saving the species drastically.
