negotiate with both parties in Congress and based on those negotiations present a realistic budget for fiscal year 2013.

The country has operated on continuing resolutions for four long years without any budget. Budgets set priorities, and require that the hard choices be made. All have abdicated their responsibiltiy. The partisanship In Congress must stop. As a taxpayer and a citizen who loves my country, I call on the President, as the Chief Executive, to shoulder his responsibility, propose a real budget, and do whatever it takes to have Congress pass and present to him a budget, with all necessary compromises, for this fiscal year.
