Negotiate a freedom of movement agreement with the European Union, which would allow American and European citizens to have the same freedom of movement transatlantically that EU citizens now have in other EU member states. This would extend to travel, residence, and employment. Given the similar living standards, there would be no net migration effect one way or the other, but such a measure would significantly expand human freedom, cultural exchange, and economic opportunity, for both Americans and Europeans. It would be a win-win situation based on mutual respect and mutual benefit among developed countries with similar values. It would also strengthen their sense of common purpose with regard to the rest of the world.
