The purpose of this petition is to institute many programs whose sole purpose is to conserve water. Specifically, programs dealing with new building codes, monitored water rates, and limitations on landscape. There should be an agreement with property owners to prohibit the re-installation of grass. Local laws should implement strict irrigation schedules during specific times of the year. There should be strict city laws against planting grass in new houses or businesses. People should be required to spend more money based on the amount of water they use on a monthly basis. The construction of new homes should have certified water efficient appliances, like toilets, sinks, shower heads, etc..
