New age, GPS, transportation system

I would propose to gain funding for a new age transportation GPS system placed at ground level that would control a car, you would be able to navigate yourself, in E Eco-friendly vehicle, to selected destinations, as well. In theory the cruising strip would be located in the center of the highway, either underground, or above ground. Purchasing GPS chips at 500 per chip, placing these chips at a 1/8 interval per mile, we could create one of these new age transportation paths from north Carolina up to Virginia for 2.7 million dollars for the material. With added cost of labor, and excavation material, delays, and unexpected costs, I project this venture from South Carolina, to Virginia to cost approximately 5 million dollars, but no more than 10 million dollars.
