New Amendment to the Constitution

1. The second and third amendments to the constitution are hereby repealed.

2. Citizens will be allowed to keep and bear arms after undergoing proper gun training and passing the appropriate mental health tests prescribed by law.

3. No citizen will have the right to purchase or keep any weapon used by the military, nor shall any citizen possess any weapon of mass destruction or warfare explosives.

4. The Bureau of Tobacco, Alcohol and Firearms will enjoy status as an independent agency from Congress, and it shall create all appropriate laws and swear in all appropriate federal officers to execute the laws.

5. The president shall appoint a director to the Bureau at the begining of every term.
