US banks must not lend money to private individuals (private loans) on a yearly interest rate higher than 15%. Over that threshold, lending money becomes sharking and should be illegal. If lending money to some individuals is too risky, then it should not happened. Borrowing money over 15% interest rates means "offer a drink to a drunk man". That cap rate would assure the banks to get twice as much as it was lent in just 5 years.
