The congress clearly cannot get the job done. I propose the replacement of the congressional committee with a committee of U.S. Citizens. It would resemble the economic status of the country by percentage. Citizens willing to be part of committee would present applications and they will be judged by Secretary Clinton and Secretary General Powell. There will be 13 members to avoid a tie in decisions. Six Democrats, six republicans and one independent. There will be one month to acclimate themselves with the current budget. Six weeks will be the time to get the job done. The budget will be broken down into parts, (ex: medicare, military, government spending...) and voted on after short debate on each part. This should not be as hard as congress makes it.
