I ran across an expressed idea that suggested that the government fully fund education and required the prison systems to rely on budget shortfalls by submitting box tops and obtaining money from Target. I realize it isn't quite that simple but it does beg the question of priorities in government funding. If the intention is to turn the USA back around towards success...is not education one of the most valuable resources to that end?
