Since New York City wishes to have laws that pertian to just the city that does not equally match the rest of New York State's. Perfect example being New York City having a seperate pistol permit that is not allowed to be used in the rest of the state or vise versa. There fore it needs to be separate from the rest of the state for all purpose so the rest of the state may not suffer because of the abundance of NYC politicians making laws that hurt the rest of the state.
