The Newtown Gun and Mental Health Reform Act of 2012

1. Ban sale of assault weapons
2. Limit 1 gun per person
3. Create a National Gun Registry to improve gun tracking (each gun owner must have a "National Gun Owner ID” (NGOID) - tied to address and ss#)
4. Gun sales must input seller's NGOID and buyer's NGOID
5. Gun sales must perform background checks (incl. gun shows and internet sales)
6. New guns must have hand scanner so that gun only works for registered owner
7. New guns must have embedded microchip, which only allows gun to be used in certain areas (ex: at home); public locations (schools, theaters, malls) can install device that prevent guns from working in their vicinity
8. Create a National Mental Health Database to be referenced for background checks
9. Increase support for families caring for love one with mental health issues
