Niantic Labs is a San Fransisco-based company that develops "Augmented Reality" games such as "Ingress" and "Pokemon Go!". Recently, in their attempt to monetize, they have added an in-game store to "Ingress" with the ability to purchase several in-game items. One of these items is a beacon, which displays a particular faction, meet-up location, etc, above an in-game GPS location known as a "portal". These can be seen from inside the game by other people and they will rally to these points.
Our proposal is simple. A guinea pig is a fair and balanced in-game marker for portals to highlight their significance and Percy is the most well-known guinea pig we have. This is well within the power of the Obama administration, so it seems rather obvious to commit federal funds to this.
