Congress shall not amend any bill with language change, addition or monies unless such amendment relates directly to the purpose and intent of the original bill. This rule will not allow projects and regulations to be covertly passed into law. For example aid for Super Storm Sandy would contain aid for those in need and NOT contain funding for unrelated projects. All projects will stand on their own merits for a vote and eliminate government waste and pork
