No balanced budget, no re-election for Congress

…pursue changes to the US Constitution that requires a balanced budget, except in times of declared war on another country. And further, that Congress shall be ineligible for re-election to another term of office in the event that a balanced budget has not been put in place for the fiscal year prior to the national election in question.
