No Big Box Retail Stores in Small Towns

As ask that we decide to prohibit big-box retail stores like Walmart and Target from entering towns with a population of less than 3,000. This would prevent economic instability in small towns caused by a monopolization of consumer markets that close small businesses every single year then leave the town after a short period of time resulting in towns with no stores to buy the most basic of resources.
