I propose that if a national budget is not passed prior to 28 February 2013 or sequestration is imposed on the Federal Government at that time, no member of Congress shall be eligible for re-election for two full election cycles. If this measure is not enacted, I propose all persons signing this petition pledge to not vote for any Congressional incumbent during the next election cycle.
