The American people who qualify for welfare, such as access cards, should not be able to get cash back from their cards. The ability to receive cash back allows these people to use this money for drugs and other unnecessary items. The money they get off their cards from cash back should be designed to stay on their cards and only be used for food and other necessities for themselves and/or children.
