An uncompromising Congress is inefficient and embarrassing. It causes unnecessary stress to the nation's working class. Globally, a disorganized Congress creates an appearance of a disheveled nation that is vulnerable to corruption and attack.
During a government shutdown, Congress shall be penalized with forfeiture of all pay, and allowable absences or vacation time shall be denied. If a government shutdown occurs twice during an elected official's term, he or she shall not be eligible for reelection.
