No Confidence in Congress

In an effort to foster cooperation and encourage congress to reflect the desires and attitudes of it's constituents, establish a clause in the constitution that mandates that congress maintain an approval rate of greater than 30%, and if randomized nationally distributed (by population percentage) polls show approval rates of less than 30% for 3 months running, a national referendum of No Confidence should be held at a special election date. If greater than 66% of the eligible voters of the United States vote against Congress, then it shall be declared that the citizens of the United States have no confidence in congress and all Senators and Representatives are disqualified from running for public office for a period of 8 years commencing at the date of the next election cycle.
