That no financial party which is of another counrty, or not accountable to USA law, have control of USA tax revenue.

That no entity of any other country; or that not accountable to USA law; be an authority in any way over the tax revenue of the USA. No rights to incumber it; borrow it; impound it; or in any way apprehend or control it. That revenue is a public trust.
That any and every transaction of any agency of banking concerning the USA public revenue or their banking deposits be made accountable to standard USA law; and every transaction be made a public record ie The Fed activities resulting in $9T unaccountable.
These entities will be immediately liable for any missing funds on demand, and bonded to the extent that if they are found in neglegence of the covenants of their authority then they are liable for it.
