No fixed billing dates

My sister recently incurred a late charge on her Xfinity internet bill. She pays her bills monthly and didn't have a problem paying this bill until last month when Xfinity decided to put every customer on the same billing cycle. Now her bill comes due on the 23rd of each month. Yes, Xfinity has a 7 day grace period, but that falls short of the 1st or 3rd of each month when those who are elderly or disabled receive their checks. When she attempted to have her billing date changed, my sister was told that it couldn't be changed. Why did Xfinity choose the 23rd when it would effect so many poor people?
I would like for Congress to pass legislation that prevents corporations from setting a fixed payment date that doesn't allow for the elderly and disabled.
