This petition seeks to increase accountability in the gun-owning population. This proposes a gun owner's license similar to a Driver's License that requires a criminal background check, a written exam regarding gun safety, a marksmanship evaluation, and an interview to ensure no felons or mentally ill people in applicant's household. This license should be renewed every 1-3 years and the costs associated with this program should be funded by the cost of the licensing itself and a maximum 10% tax on firearm and ammunition purchases. These licenses MUST be current for both parties in ANY transfer of firearm ownership and must be carried when firearms are in use/transport. Unlicensed people can only handle guns in the direct supervision/responsibility of a licensed person. (violations=felony)
