The 2nd Amendment to the Constitution of our country guarantees to citizens the right for possession of firearms. There are some federal laws which regulate this procedure. However nobody pays attention to the most dangerous social group (according to the statistics of prisoners) who are inhabitants of unsuccessful areas, generally black. We suggest limiting distribution of the weapon among the Afro-Americans who live in so-called black quarters. The crime rate there is too high, for this reason we suggest to enter additional checks for the Afro-Americans in potentially dangerous areas. Moreover, we demand obligatory and most careful check of the specified categories of citizens, regarding the systematic use of drugs and mental disorders (including hereditary).
