No longer allow U.S. lawmakers and foreign policy advisors to use the term "weapon(s) of mass destruction" without cause

No longer allow U.S. lawmakers to vaguely describe mass murders of complex or incomplex devices as "weapons of mass destruction" although boston bombings were tragic. The Tsarnaev brothers used not one megaton or nuclear device. Which previously described a weapon of mass destruction, the impact on domestic and foreign policy could potientially justify the previous invasion of iraq (any weapon that kills or maims multiple targets could suffice this charge.)as we know saddam did have chemical weapons, which currently are not labeled as a weapon of mass destruction. Under current federal interpretation being used against the tsarnaev brothers any improvised explosive device could be interpreted, percieved, labeled and charged as a weapon of mass destruction.
