Many times young college students, family members leaving holiday gatherings, many politicians and athletes and otherwise law-abiding citizens who commit no other crimes are convicted for a DUI without ever causing accident or injury. Many times they are convicted without proper representation as police officers are trained to inform them "the first one is nothing to worry about".
These DUI convictions 1) Prevent victims from ever holding meaningful jobs (increasing unemployment), 2) Incur extreme costs (increasing poverty among the working class and minorities who are more likely to be cited for a DUI and are less likely to actually pay the fees or increased insurance rates), 3) Prevent citizens from traveling out of their state and the country for only a misdemeanor transgression.
