Congress should be required to take an exam on every National Bill considered, (e.g. Obamacare) to make sure they understand them, their positive and negative consequences, and write an essay showing their knowledge and complete understanding of the Bill and how it will affect and impact all social classes in America. Bring in University Professors (Not from Harvard) to proctor and watch for cheating, and if they do not pass the exam they can not vote on the Bill. No more passing any Bill first to find out what is in it!
