No Pay for Congress, Senate, Executive branch if debt ceiling agreement cannot be reached

If the Federal government cannot pay our brave
Soldiers , government workers across the country, and recipients of social security/medicare why does Congress, the Senate, and the President continue to be paid? If a deal cannot be reached to raise the debt ceiling/balance the budget and "average" Americans will not be paid for the job that THEY ARE doing, than Congress, the Senate, and the President should not be paid for the jobs they are NOT doing. If a deal is not reached than ALL government employees, including our representatives will not be paid until a deal is reached.
