That NO public school in ANY state in the United States of America be allowed proficiency rates of < 10% for 10yrs+

I knew the public schools were not great.
I knew public schools were bad in some areas much neglected in general. Some states better than others but I'd never imagined that third world country's would be doing so much better of a job educating the next generation. It weakens the country and weakens us all, I see no scenario this gross negligence is a help to anyone. But then I tend to see past my own nose. Private prisons I guess would profit from schools overlooked for so long literally the numbers padded to make it look better are less than 10% proficiency. Tend to have 85% or more non-white population and any data going back more than 10 years was not added,2005-2006?
Rated as "FAILING" for more than 10 years, invasive intervention is needed.
10 years is a entire GENERATION of people!
