Send to Congress a bill amending statutes on Congressional member's pay, and pay of Congressional office and Committee staff, as follows:
In the first pay period after the start of the Federal Fiscal Year, if either House has not passed ALL Departmental annual appropriations bills, and sent them to the President for signing, the pay for each member (of both Houses), and staff pay, will be reduced by 1/2 of their regular pay, the balance to be held in escrow.
For the second and subsequent pay periods, until passage of the bills, pay will be further reduced by 1/2 (to 1/4, 1/8, etc.).
Upon the bills' passage, and provided to the President for signature, pay will increase back to the original 1/2 level, until ALL such bills are signed, then full pay and escrow will be restored.
