This border has been a problem for illegal immigration & guns because of the lack of control.
In addition the annual hurricane events in the gulf coast costs the country & insurers billions of dollars every year.
The solution may first sound unreasonable, although given some time may appeal to most people in the country. It surrounds building a water canal between the Pacific Ocean at the San Diego border and Gulf of Mexico in Texas & would roughly follow the border line. It is approximately 2k miles long. After doing research on building such a canal, I estimated that it would roughly cost 200 billion dollars to build.
Funding sources are toll charges for ships as well as tourism.
