Richard Lugar would be a good bipartisan choice for Sec. of State. He is now out of the senate because of the Tea Party influence on the Republican primary. He would easily be confirmed by the Senate and this would avoid the need for a special election in Massachusetts if Sen. Kerry were nominated.
