Non-charitable non-profits should pay 5% tax of gross receipts to fund education in the US

The American education system is in shambles, meanwhile fat cat organizations like the National Football League are making money hand over fist while paying zero taxes due to their not for profit status.

I think any organization that cannot prove that at least 75% of its gross receipts are spent directly on charitable causes (e.g. Shelters, food, job services, medical care and research) should pay a 5% tax and the entirety of that tax should be invested in improving education in the US.
