Not allow the FDA to regulate Premium Cigars.

This petition is to stop the Food and Drug Administration's proposed amendment to deem pipe tobacco and premium cigars (cigars with a retail cost of $2.50 or more each) to be subject to regulatory requirements allowed by the Federal Food, Drug, and Cosmetic Act, as Amended by the Family Smoking Prevention and Tobacco Control Act's regulations on the sale and distribution of tobacco products.
In particular, restrict the FDA from imposing the following with regards to pipe tobacco and premium cigars:
1. Required submission of ingredient listing
2. Required registration and product listing for all tobacco products
3. Prohibition on the distribution of free samples
4. Premarket review requirements
