Recently FEMA and the Russian Emergency Situations Ministry signed an agreement allowing among other things Russian troops to provide security at special events in the US, as determined by the Department of Homeland Security. These events include things like the Super Bowl, Presidential Inaugurations, State Funerals, and party conventions. The American people have no need or desire to have Russian or any other foreign troops on US soil providing security.
