Not allow taxation on substances/items/objects/nouns that are illegal.

This would include, but is nowhere limited to marijuana. Any substance/item/object/noun that currently is taxed, but is illegal would have to go under review to be decided to do one of two things:
1. Legalize the substance/item/object/noun and keep the tax on it.
2. Take away all taxes regarding the substance/item/object/noun.

This is to both fix current problems, and to prevent new ones.
