U. S Corporations are holding on to hundreds of millions of dollars in profits earned in foreign countries waiting for the U.S Government to grant tax amnesty on the profits when repatriated. Past tax amnesty programs on such profits have not resulted in any increased investments, new jobs created or new plants built in the U. S. Rather those profits were returned to shareholders in the form of dividends or were used to pay bonuses and increase wages for executive management.
