Not burden the American people with high medical expense and avoid any more budget short-falls

I am an American of Mexican desent. I am very proud of both being an American and of the birth place of my ancestors. In an effort to explan the "why" I am writing my petition I must provide some information. I recently traveled to Mexico to a small town in the state of Jalisco called Tepatitlan. I fell ill and was taken to the doc. on a Sunday, the doc. advised he doesn't work for free and I must bring the equivalant to $500 dollars. I explained banks were closed and I had no way of providing that amount of cash. My petition stems from this encounter, I currently live in Ca. our state encounters a financial hardship. My petition is that any illegal which falls ill, do not deny them of medical treatment but that, that individuals home country incur the expense for all medical treatment.
