There seem to be many state petitions to sucede from the Union. Most of the petitions contain numerous petitioners who do not reside in the petitioning state. It is only to count the number of petitioners that actually reside in the petitioning state and those who list their city and state. Only residents of a state should have the right to petition on behalf of the state in which they live.
