Not cut the power of the elevators

I' m a Chinese in a town -- Guankou(灌口)Jimei District Xiamen P.R. C. My commnuity called Zhuang Yuan Xin Cheng (庄园新城) in this town. I'm living with my family together in an 18-floor appartment where at the top of a block in the community. Living in the 18th floor makes the elevators important badly. But since we moved here in August 2012, the elevators' power have been cut twice by the local power suppy bureau, and the next power cut notice post on the bulletin...The property management company serving in this community said because some of the power users in the community failed to pay the fare of running the elevators so they cut the power. Why don't they go to the users who failed to pay electricity fare to cut their's power? Why makes all inhabitats here have no elevators to use?
