The Death Penalty has reached is lowest popularity in almost forty years, (http://www.deathpenaltyinfo.org/public-opinion-gallup-poll-reports-lowes...) and yet it seems that Congress still believes in a system that kills the innocent, has no detterent effect on murderers and wastes hundreds of billions of dollars. The government ought not to expand the death penalty laws because this is a step backward in history. Despite this Congress has plans to do so!
