not fund any government entity that can not produce a workable and agreed upon annual budget by all government branches.

It is the position of this citizen of the USA that the government has not had an agreeable annual budget for too long and is grounds for us, as tax payers to refuse to continue to pay for the fiscal irresponsibility of this governments neglect. The government, as public servants, has the responsibility to insure that this is done annually and has not done so. It is the contention of this petitioner that it is the fault of this government for this fiscal problem that we have now and should not be funded until such time that a solution is found and agreed upon by all. This includes all branches of the government and a majority of the citizens of the United States by way of a vote cast by each state.
