Not Grant Foreign Immigrants the Right of Permanent Residency until they Learn the U.S. Constitution & English Language.

The United States of America is nearing its 238th Anniversary and still going strong to this day, but no one is for certain as to how much longer it will last without weakening and falling apart. A major part of its strength has mostly to do with its people, their knowledge on how their government functions and how well they can communicate with it. In July of 2009, Task Force Report No. 63, U.S. Immigration Policy, was published by the Council of Foreign Relations Press.
It quoted "If the United States continues to mishandle its immigration policy, it will damage one of the vital underpinnings of American prosperity and security, and could condemn the country to a long, slow decline in its status in the world.".
