Is it possible for FCC innovation to intervene in cell phone usage as in distractive text messaging thats causing fetal but preventable accident to come up with some solution to all cell phone manufactures and service providers to come up with a software that would prevent people from texting while driving? A software built in to collaborate with motion and disable the cell-phone from the capability of sending text if the vehicle is in motion? To set the software to disable as the vehicle approaches 10 miles an hour. Just disabling the text and not voice lest people start suing over failed 911 or family emergency calls. To also advise drivers to pullover text haven zones instead of pulling over the side of the highway. This would reduce accidents a great deal.
