An Alternative Authorization on Use of Force is not the best way to address attacks against the US. A Declaration of War is more appropriate.
In response to the attack on our embassies in 1998 and other attacks on US citizens and others since we declare war on Al-Qaeda and its allies.

Both groups have wantonly killed Christians, Jews and Muslims; citizens of many countries.
We do not view Islam or Muslims as our enemy, but we must address those who have already declared war on the US and we are not afraid to use whatever name they call themselves by. We will destroy them.
