While insults or blaspheming, real or perceived, are unwelcome and may be unpleasant, to identify some prophets or religious leaders of certain sects and not others is blatantly discriminatory.
More than that is that it would be the beginning of the end of the 1st Amendment. There is no valid reason to protect the "feelings" of one group or another while ending free speech.
I doubt such a law or Executive Order would pass Constitutional review and mostly would just cause a lot of shouting and recriminations while serving no valid purpose. Keep Government out of religion, especially when it is with respect to feelings and no actual harm.
